This series provides an overview of highway safety improvement program concepts, and introduces methodology for: (I) identifying highway safety problems and corrective measures; (2) evaluating alternative improvements and selecting an appropriate safety improvement; (3) evaluating the results of individual safety improvements and the overall safety program.

Module 1 - I9 Minutes

Identifying Highway Safety Problems and Solutions

This course introduces basic concepts in highway safety program management including: (1) the goal of a highway safety program that is to reduce the number and severity of traffic accidents and to decrease the potential for such accidents on all highways; (2) the nature of traffic accidents, resulting from a breakdown in the complex interactions between drivers, vehicles and roads; (3) the concept of highway safety improvement program management consisting of six phases: Identify Safety Problems, Identify Alternative Improvements, Evaluate Each Safety Improvement, Evaluate Overall Safety Program. Details of the first two phases are discussed in this tape.

Module 2 - 20 Minutes

Evaluating and Selecting the Best Safety Alternatives

This videotape presents an in-depth look at the third and fourth phases of the safety improvement program management process Evaluating Alternatives and Selecting Improvements, and Developing and Implementing Highway Safety Improvement Program Techniques for determining the benefits and costs of proposed highway safety improvements using sound economic principles are introduced. A five-step procedure for evaluating and selecting improvement alternatives including Estimate accident reduction, Calculate safety benefits, Calculate improvements costs, Evaluate Alternatives, Select and document improvements is discussed in detail.

Module 3 - 20 Minutes

Evaluating Safety Program Results

This course presents an in-depth look at the fifth and sixth phases of the safety improvement program management process - Evaluating Each Safety Improvement Project and Evaluating Overall Safety Program. A five-step procedure for Phase 5 including Obtain "before and after" accident data, Determine accident reduction, Test statistical significance, Perform benefit/cost evaluation, Document and report results is discussed. A four-step procedure for Phase 6 including Evaluate program categories, Evaluate overall program, Combine results with previous evaluations, and Summarize and Report results is presented.
