The purpose of the Equipment Management System (EMS) is to (1) provide the right equipment at the right time and place at the lowest possible cost; (2) minimize equipment ownership, operation, and maintenance costs consistent with the most efficient execution of user work plans; (3) reduce downtime or increase availability; (4) reduce idle time or increase utilization. The six following videotapes will provide the description of the EMS, its benefits, the role of management, and planning and implementing considerations.

Module 1 - 18 Minutes

Introduction to Equipment Management Systems - An Overview

To be effective, the EMS must address each stage of the equipment life cycle from purchase to replacement. It includes (1) Inventory Control; (2) Fleet Planning; (3) Purchasing and Replacement; (4) Maintenance; (5) Parts and Supplies Management; (6) Financial Management; (7) Management Information for timely decision making. This videotape provides a brief overview of these elements. The benefits of EMS, the role of management and planning considerations are also discussed in the tape. Each element of the EMS will be discussed in more detail in the five following tapes.

Module 2 - 20 Minutes

Equipment Inventory

This videotape: (1) explains how to identify equipment requirements and establish an economic fleet size and mix - Fleet Planning; (2) explains how to monitor the utilization and performance of the fleet Inventory Control; and (3) outlines procedures that assure that each unit is replaced at its economic life point and that effective specifications are developed for new purchases - Equipment Replacement.

Module 3 - 26 Minutes

Equipment Maintenance

This course discusses in detail the Equipment Maintenance element which includes three components: (1) Preventive Maintenance program, (2) Shop Operations, and (3) Facilities. Design of a good Preventive Maintenance program and its implementation deserves the highest management attention to assure that the best possible program is developed and carried out. The tape shows you how to design and implement a good Preventive Maintenance program, and how to operate an equipment maintenance shop.

Module 4 - 25 Minutes

Parts and Supplies Management

The objectives of parts and supplies management are (1) to minimize equipment downtime by making spare parts and supplies available when they are needed; (2) to avoid unnecessarily large inventories which are costly. The challenge of parts and supplies management is to balance downtime costs and inventory costs. To achieve these objectives, the parts and supplies management subsystem should have four elements: (1) Stock numbering and classification, (2) Stock selection and stock levels, (3) Parts and supplies inventory management, and (4) Fuel management. This will be discussed in detail in the tape

Module 5 - 20 Minutes

Financial Management

The fourth sub-system of the Equipment Management System is Financial Management. It deals with: Cost accounting, Budgeting, Equipment rental rates, and Equipment funds. These four elements are essential - regardless of the size of the operation - for developing a financial management system. Many equipment decisions must be supported by sound cost information.

Module 6 - 26 Minutes

Equipment Management Information Sub-System

This videotape describes: (1) an effective Equipment Management Information subsystem, and (2) task-by-task presentation of the EMS development and implementation process. The Equipment Management Information Sub-System should provide for the following: Identification of all outputs reports; Identification of all input data required from the various EMS subsystems; the system necessary to process and maintain the data from the various EMS sub-systems. Successful implementation of the EMS requires careful planning and scheduling. The implementation considerations and implementation phases and tasks in each phase are presented in detail in the tape.
