Contract maintenance is one alternative to accomplishing maintenance programs solely with government agency personnel and equipment. The objectives are to improve the effectiveness of high way maintenance, to better control rising costs, and to meet changing maintenance demands. This series provides: (I) An overview of contract maintenance; (2) Development of a contract maintenance system; (3) Implementation of a contract maintenance system including solicitation and award procedures and effective supervision of the contract.
Module 1 - 21 Minutes
Contract Maintenance - Overview
The tape shows how contract maintenance is used around the world. Then, it discuss how an agency makes a decision to contract its maintenance work including two basic steps: evaluating and defining specific agency objectives, and examining the feasibility of contracting. It also discuss briefly two phases of maintenance contracting, the development phase which includes a transition planning and preparation of comprehensive contract documents, and the implementation phase with contract solicitation and award and contract supervision.
##Module 2 - 20 Minutes ###Contract Maintenance - Procedures This course covers in detail procedures for developing a contract maintenance system. The development includes the preparation of the transition plan from maintenance performed by the agency to contract maintenance and the preparation of comprehensive contract documents. How to define objectives of a transition plan, create maintenance plans, determine contract approach, define responsibilities and establish a plan for existing resources are discussed. Five important documents to create, instructions to bidders, contract provisions, pricing documents, measurement procedures, and performance standards are clearly explained. ##Module 3 - 21 Minutes ###Contract Maintenance - Supervision This videotape discusses in detail solicitation and award procedures and the effective supervision of the contract. Contractor interest, contractor pre-qualification, pre-bid conferences, bid analysis, and contract award are presented clearly in the tape. Contract supervision procedures including administrative procedures, field procedures, quality control program, payment procedures, contract modifications, and training are fully covered. Examples of an effective quality control program and good payment procedures from countries in the world are described.
