Ethics and Financial Integrity in Highway Project Management

Introduction

Billions of dollars are invested each year in highway construction and maintenance projects across the world. Up to 5% of these funds are estimated to be lost on account of insufficient ethical and financial oversight. Highway Agencies and tendering authorities are particularly at risk.

According to the June 2011 World Bank report “Curbing Fraud, Corruption and Collusion in the Roads Sector”

“... roads projects around the globe remain plagued by fraud, corruption and collusion.”


Implementing financial integrity principles stretches public budgets further and is beneficial to the relation with private sector contractors.

IRF is now offering the first international course dedicated to preventing, detecting and addressing fraud & corruption on highway projects. In this certified course you will develop a comprehensive toolkit to apply financial integrity principles and detect issues of fraud throughout the lifecycle of highway construction projects. After attending this IRF Executive Workshop, you will have the knowledge to develop risk profiles for all major transportation projects you are involved in.

Utilizing IRF’s international presence, the seminar will connect international transportation experts with people at all levels of government and private industry to discuss challenges and cutting-edge solutions.

Last year’s seminar fielded experts from over 16 countries who discussed and shared their expertise on the latest and best Pavement Preservation Solutions and Road Asset Management Practices. This year’s seminar focuses is on the implementation of best Asset Management practices through using effective management systems, adopting innovative techniques and new materials for maintenance and rehabilitation, and applying cutting- edge funding tools and programs to sustain pavement preservation.

These are crucial questions for road engineers, highway planners and network managers at home and abroad. International lending organizations and donor agencies are increasingly providing loans and technical assistance to support the development and implementation of Pavement Preservations programs that will assist highway agencies and strengthen commerce and industry.

Lead Instructor: Dr. Carlos Chang Albitres

Dr. Chang is an Assistant Professor at the University of Texas at El Paso. Dr. Chang’s major areas of interest are pavement evaluation and design, pavement management, construction management, knowledge management, and asset management. Dr. Chang is licensed as a professional engineer in Texas and member of the American Society of Civil Engineering (ASCE). He is recognized as an international consultant in his area of expertise and has participated in major highway projects. He is registered as an international consultant at the Inter-American Development Bank.
