Degree Candidates
Applicant must complete the Purdue University on-line Application Forms, and submit acceptable original transcripts for your undergraduate degree. (If you submit original transcripts and reference letters with your IRF Application Form, they will be sent to Purdue University at your request.)
An acceptable TOEFL score (minimum of 577 (paper) or 233 (computer-based)) is required before you can be admitted to a degree program at Purdue University. The minimum desirable GRE score is 1100 (Verbal + Quantitative)) -- in special cases, the GRE exam may be taken after arrival on the Purdue University campus. (However, evidence of strong GRE scores with your application will increase your chances of admission and/or an assistantship.)
You may apply for a Graduate Assistantship before and/or after you enroll at the University. There is no guarantee of an Assistantship – you will be in competition for the Assistantships available at the time your request is submitted. Awards are based on applicant qualifications and your performance as a non-degree student (if any). A Graduate Assistantship provides tuition and fee waivers and approximately $1,500 per month for living expenses.
The IRF Fellowship grant will be $7,000 per semester for the first two semesters of your studies at Purdue University (paid directly to you). You will also receive $1,000 upon successful completion of the IRF Executive Leadership/Fellowship Orientation Program in January. You will receive these payments regardless of whether or when you obtain a Graduate Assistantship.
The total expenses (tuition, fees, and living expenses) for a single student are estimated at $19,000 per semester. Hence, you will need to show proof of financial resources (e.g., employer support, parents, or personal funds) of at least $23,000 (beyond your IRF Fellowship) for the first academic year, or document that you have been awarded a Graduate Assistantship at the time of admission. A Master’s degree normally requires a minimum of three semesters of study.
Non-Degree Candidates
You must complete the Purdue University on-line Application Forms, and submit acceptable original transcripts for your undergraduate degree. (If you submit original transcripts and reference letters with your IRF Application Form, they will be sent to Purdue University at your request.) GRE and TOEFL scores will increase your chances of admission, but are not required for non-degree students. Non-degree students are not eligible for Graduate Assistantships, or other financial aid.
It is understood that some Fellows may choose to leave the University before completing the degree requirements because of employer policies or family considerations. The IRF Fellowship requires that you enroll in graduate studies for a minimum of two semesters; it does not require that you obtain a degree. Hence, you may choose to enroll as a non-degree student for two semesters, and then return home.

You may convert to degree-seeking status after one semester -- but to change status, you will have to submit acceptable GRE and TOEFL scores before the end of the first semester (these tests can be taken at Purdue University after enrollment). You can receive credit for courses already completed as a non-degree candidate. (However, you will be required to return to your home country during the first summer to obtain an updated visa – i.e., for study as a degree candidate.)
Executive Leadership/Fellowship Orientation Program
As an IRF Traditional Fellow, you will be required to attend the IRF Executive Leadership/Fellowship Orientation Program, in January in conjunction with the Transportation Research Board (TRB) meeting. This orientation program is designed to provide Fellows with a better understanding of the process of doing business in the transportation industry in the United States, the importance of leadership, and the benefits and merits of the International Road Federation.
All expenses for the Executive Leadership/Fellowship Orientation Program (housing, food, and transportation) will be paid by IRF; plus each Fellow will receive a $1,000 stipend. It will be the Fellow’s responsibility to arrange transport to and from Washington, DC for the program. This transport must be approved by the IRF before it is booked.
