Twenty-one international students participate in the 2011 IRF Road Scholar Program

The 2011 IRF Road Scholar Program welcomed 21 students from 16 countries. Over the course of the 10-day program, Fellows met with IRF members, key industry executives, learned invaluable executive leadership skills, and of course created friendships to last a lifetime.

IRF recognized the winners of the 2010 Global Road Achievement Awards (GRAA) Competition at the 10th Annual IRF Awards Luncheon on January 25, 2011 in Washington, DC. Eleven projects from 6 different countries around the world were each honored for leading the way in excellence in a respective category of the road industry.

IRF Brazil Conference / ABCR Annual Meeting

Held in conjunction with the Association of Brazilian Road Concessionaires (ABCR) and the support of the Inter-American Development Bank and the World Bank, this conference will feature international experts focusing on the specific needs of, and proposed solutions to, the infrastructure, safety and mobility challenges of the booming emerging market of Brazil, with a particular emphasis on toll roads & highways. The week-long event will consist of a 3 days of congress and exhibition, and 2 days of IRF Certified Training Courses.

IRF Announces 2nd Middle East Regional Congress

The International Road Federation (IRF) is pleased to announce the 2nd Middle East Regional Congress will be held in Abu Dhabi, United Arab Emirates from November 29-December 2, 2010.


The congress will consist of executive and technical sessions focusing on best practices innovation, and lessons-learned in areas of road safety, intelligent transport systems (ITS), pavements, public-private-partnerships and financing, asset management, and environment and sustainability issues. The event will also include a variety of prestigious IRF Certified Training workshops and courses especially designed to meet the specific needs of Abu Dhabi, the UAE, the Gulf and larger Middle East.

Program Unveiled for Third Latin America Regional Congress (LARC)

The Third Latin America Regional Congress will be held in Bogota, Colombia, November 8-10, 2010. A compelling program has been developed in conjunction with the IADB and Colombian government agencies to address the specific infrastructure, safety and mobility challenges of Colombia and the rest of Latin America. The program will bring together high level international expert speakers in the areas of road safety (including tunnels), ITS, pavements, and infrastructure finance. The Opening Session will feature German Cardona, Colombia's Minister of Transport, Samuel Moreno, Mayor of Bogotá, Fernando Álvarez Morales, Secretary of Mobility of Bogotá, Victor Mendez, U.S. Federal Highway Administrator, José Agustín Aguerre, Manager Infrastructure and Environment Sector of the Inter-American Development Bank, Brian Harris, Chairman of IRF WPC and Patrick Sankey, President and CEO of IRF WPC.


The program also includes concurrent sessions on topics including: the challenge of improving safety and sustainability in Latin America; innovations in tunnel safety and operations; ITS for disaster recovery; benefits and experience on performance-based maintenance contracts; and the future of pavement management. Certified Training Courses on each theme will be offered on November 10 and 11.

IRF's Latin America Regional Congress Update

Bi-Lateral Agreements with Major Colombian Road & Transport Agencies Announced - IRF is proud to announce that it has reached agreements with the major Colombian government agencies in road and transportation, ensuring the participation and training of more than 200 government officials and technical staff at IRF's upcoming Latin America Regional Congress in Bogota, Colombia, November 8-11, 2010.


Event Key Note Speakers - The comprehensive agreements between IRF and all major Colombian Government transport agencies also include the direct participation of, and key note speeches by, Minister German Cardona, Colombia's Ministry of Transport; Samuel Moreno, Mayor of Bogota; and Fernando Alvarez Morales, Secretary of Mobility of Bogota.


Transport Sector Investment Boom & Business Opportunities - Colombia is experiencing a boom in road infrastructure investments, after decades of neglect, including billions of dollars for new cross-country toll-roads, large scale road safety deployments and awareness campaigns, and signal control and ITS projects in the capital and several major cities. Sixteen Countries Represented at 2nd Annual IRF Pavement Preservation Seminar

IRF's executive seminar on "Preserving Our Highway Assets" attracted more than 60 delegates from 16 countries. The forum offered delegates the opportunity to share their experiences while learning about best practices and the latest technologies from some of the world's top authorities on pavement preservation.The program was divided into three major topic areas: asset and pavement management; new techniques and materials for preventive maintenance; and global best practices.


Through ongoing discussion, delegates discovered that most countries share the same challenge - sustaining highway infrastructure assets at a high level of service. Assistant Professor at University of Texas at El Paso and Road Asset Management Task Force chairman, Dr. Carlos Chang noted "Joint efforts are needed from upper management decision-makers to expert engineers in maintenance operations and materials to reach this goal at the minimum cost and effort." Dr. Chang continued, "The need to consider preventive maintenance as part of an overall integrated pavement management approach must be emphasized, as well as the necessity of having performance measures to objectively set targets for accountability." Dr. Chang recognized in his welcoming remarks that this is a big challenge and can only be done through a worldwide network of experts from governmental agencies, private sector, and academia.


During the 3-day program in Orlando, Florida, maintenance techniques, including slurry seal, chip seal, and rubberized asphalt materials using innovative equipment, were presented during the seminar. Examples of successful projects and innovative performance-based contracts in the U.S., Europe, Asia, Africa, Central and South America illustrated the state-of-art-practice. Ben Gericke, Lead Transport specialist, Eastern Europe and Central Asia Transport Unit, The World Bank, said "The benefit of using Asset Management and performance-based contracting methodologies to efficiently provide roads at acceptable service levels is not well known among road managers, but the IRF seminar provided an ideal platform to share knowledge and exchange information on an international level. Mr. Gericke continued, "We look forward to continuing our participation in future IRF programs." Patrick Sankey. President & CEO of IRF Washington, added, "As a worldwide advocate for the preservation of highway infrastructure assets, IRF is well positioned to make a difference, and in order to support this program, IRF formed a task force on the subject earlier this year."

Experts in Performance-Based Maintenance Contracts and Asset Condition Set to Gather in Austin

Industry experts and practitioners from Canada, Europe, and the United States will gather September 8-10 in Austin, Texas to discuss how performance-based contracts can be part of an effective strategy to perform highway maintenance on existing and newly constructed infrastructure that may be part of a design-build-maintain contract. Speakers include, Moh Lali, Alberta Transportation, who speak about the organization's experience in the field and lessons learned over the last 14 years. IRF Hosts Workshop on PBCs and Evaluating Asset Condition

Fifty industry experts and practitioners from eight countries gathered in Austin, Texas (USA) earlier this month for the IRF Workshop on Performance-Based Contracts (PBCs) & Evaluating Asset Condition.


Delegates and speakers discussed how PBCs can be part of an effective strategy to perform highway maintenance on existing and newly constructed infrastructure that may be part of a design-build-maintain contract. "The concept of Asset Management including outcomes based maintenance has taken root in North America over the past 15 years and is growing rapidly. It is also the current model throughout the world in countries that are receiving funds through international donor agencies as well as in countries that are more developed," said Kent Lande, Vice President and Chief Engineer, The Louis Berger Group. Mr. Lande, who served as a speaker and moderator at the event, added, "The IRF's recent workshop on Performance-Based Contacts & Evaluating Asset Condition was one of the top 3 conferences/workshops/conventions that I have attended over the past 30-plus years."


The workshop was sponsored by AgileAssets, Deighton Associates, and Resource International.

IRF Fellowship Program - Class of 2011 Hits the Books

With the help of over US$75,000 in IRF grants, seven students began university studies this month as members of the IRF Fellowship Program-Class of 2011. Originating from Iran, Ghana, Hong Kong, Korea, Japan, Guyana, and Paraquay, the students will be working towards a masters or doctorate degree in a transportation engineering discipline.


Bismark Agbelie, a Purdue University doctorate candidate from Ghana (pictured below), said this about his IRF experience, "The IRF Fellowship Program has presented the opportunity for me to connect with other brilliant and focused colleagues from different countries, who are prepared to build long-term personal and professional relationships in the transportation field. Through the program, humanity will benefit from the knowledge-base I will acquire this day and the days to come."



In January, the Fellows will travel to Washington, District of Columbia (USA) to participate in the annual Road Scholars Program, which is designed to provide the Fellows with a better understanding of the national policy development and implementation process, business-government relations, the importance of leadership and introductions to the industry's decision-makers in the United States, including IRF's senior leadership, and the accomplishments and membership services of the International Road Federation.


Since the IRF Fellowship Program began in 1949, over 1200 students from 115 countries have graduated from the program. For IRF members, the alumni of the fellowship program provide a dynamic global networking opportunity, as many of the Fellows have assumed a leadership position within the public and private sector in their home countries.


The IRF is presently accepting nominations and grant applications for the IRF Fellowship Class of 2012. Grants will be awarded to students commencing studies during the fall 2011 semester. The deadline for applications is October 15, 2010.

Member Spotlight - National Works Agency (Jamaica)

The IRF is pleased to welcome the National Works Agency (Jamaica) as a new IRF-Washington member.


The National Works Agency (NWA) is directly responsible for Jamaica's main road network, consisting of approximately 5000 km of class A, B and C roads. The network forms 19% of the total road surface available to a nation which relies almost exclusively on roads, as the means of moving around the island. More than 90% of the main road network is paved. The NWA also has 736 bridges on its main road network.


With a mission to plan, build and maintain a reliable, safe and efficient main road network and flood control system, the NWA is actively engaging in the resources the IRF has to offer. Most recently, a six member delegation from Jamaica, including the Mr. Patrick Wong, chief executive officer, National Works Agency, participated in the Preserving Our Highways Infrastructure Assets seminar hosted by the IRF in August.

IRF's 16th World Meeting gathers over 1,100 delegates from 82 countries

The International Road Federation held its 16th World Meeting May 25-28 in Lisbon, Portugal, where over 1,100 of the world's foremost road experts and industry leaders gathered for authoritative discussions on mobility, transport, and infrastructure.

"The meeting provided a global platform for the delegates and attendees to exchange knowledge and experience in Sharing the Road," said Brian Harris, chairman, IRF-Washington. "The audience was a unique blend of private and public practitioners of policy, research, education, training, manufacturing, planning, design, construction and implementation," said Harris.

IRF honors Moriyasu Furuki with Dr. Mino Award of Excellence

IRF presented the Dr. Mino Award of Excellence to Moriyasu Furuki, an IRF Fellow from 1973. The award was presented at the opening ceremony of the 16th IRF World Meeting in Lisbon, Portugal in front of an international audience of road professionals.

The award was developed to recognize and honor outstanding graduates of the IRF Fellowship Program who have leveraged their educational experience to make outstanding achievements in roadway development and planning around the world.

IRF partners with The World Bank to provide road safety training in Africa and South America

The World Bank Global Road Safety Facility and the IRF conducted four specialized training seminars focusing on roadside safety and median applications, intersection and roundabout safety and vulnerable user (pedestrian) safety. The seminars were attended by over 100 engineers, law enforcement officers, public officials, and other road professionals.

IRF-Washington welcomes new executives to help achieve strategic goals

As IRF has increased its programs, services, and undertaken an ambitious strategic plan, IRF is excited to announce the hiring of two seasoned professionals to join the IRF-Washington team.

AEM appointed to IREF Board

Al Cervero, senior vice president, Association of Equipment Manufacturers (AEM) has been appointed to the IREF Board. Mr. Cervero assumed the position vacated by Mike Dreznes when Mr. Dreznes moved into the chairmanship.

IRF Fellows Class of 2011 Selected

IREF has finalized the judging process for the Fellows, Class of 2011. This year, IREF awarded eight Fellowships to students from Bangladesh, China, Ghana, Guyana, Hong Kong, Iran, Jamaica and Korea. This Class of Fellows, who will begin their studies in the Fall of 2010, represent a group of bright, accomplished young transportation professionals who will carry the IRF Fellowship tradition forward.

IREF Hires Fund-Raising Professional

IRF hired Kathy Mejasich to lead the fund-raising initiatives of IREF and manage the Foundation's other activities. Kathy comes to us from the USO, where she raised tens of millions of dollars over a period of six years. She is a valuable addition to the staff! Click here to read Kathy's CV

New IREF Board Member

We also appointed Mr. Al Cervero, senior vice president, Association of Equipment Manufacturers (AEM) to the IREF Board. He will assume Mike's position as IREF Director, term 2009 - 2012, which became available when Mike was elected chairman. It is great to have AEM actively involved again.

Fellows Class of 2011

We completed the judging and award offers process for the Class of 2011 (their Fellowships will start in September 2010). Eight awards were made and we have honored four holdover requests from last year.

IRF Submits Proposal for ITA Grant

IRF-Washington applied for a U.S. federally-funded grant from the U.S. Department of Commerce under the auspices of its Market Development Cooperator Program (MDCP). In seeking this grant, IRF will match U.S. capital, know-how and technologies to emerging markets' needs and end-users, for the benefit of all parties. The IRF grant proposal focuses primarily on 16 countries in Asia, Latin America and the Middle East that conform to a specific profile and criteria that projects the likelihood of successful outcomes.

Call for Abstracts - IRF Third Latin America Regional Congress

IRF is now accepting abstracts to be considered for presentation slots at its Third Latin American Regional Congress, being held September 20 - 23, 2010 in Bogota, Colombia.

Submit your abstract online!.

The abstract should include the objectives and the aim of the study, description of the techniques or methods used and a presentation of the results or conclusions in an informative and concise manner.

Abstracts are due no later than March 26, 2010.


The congress will include presentations from the topics of road safety, pavement performance, Intelligent Transportation Systems, financing and tunneling. Other topics related to the road industry will also be discussed.

Format

  • Languages: The official language of the congress is Spanish, but abstracts will be accepted in English.
  • Length of abstract: Maximum of two paragraphs (or half page).
  • Font size: 12 point

Structure of Abstract

  • TITLE OF WORK (centered, black, all caps)
  • Name(s) of the author(s), title, organization, mailing address, telephone, email address and fax number.
  • Text of abstract

Content

The abstract should include the objectives and the aim of the study, description of the techniques or methods used and a presentation of the results or conclusions in an informative and concise manner.

Congressman James L. Oberstar to Keynote 2010 IRF Annual Awards Luncheon


Congressman James (Jim) L. Oberstar (D-Minn.) will address an audience of international road professionals at the 2010 IRF Annual Awards Luncheon Monday January 11, 2010.

For the 34 years he has served in Congress, Oberstar has championed numerous key transportation issues and has become known as the body's leading expert on transportation policy. As the ranking democrat of the full Transportation Committee, he worked in a bipartisan manner to take the Highway Trust Fund off budget to ensure that gas taxes are used to fix roads and bridges and not to make the budget deficit look smaller.


"There is no greater friend to the road industry and no greater advocate for transportation in America than Congressman Oberstar," said Patrick Sankey, President and CEO of IRF-Washington. "I think it is fitting that, on an afternoon where we are celebrating some of the very best accomplishments of our industry, Congressman Oberstar will be with us as he has helped make so many industry projects possible through his tireless efforts in Congress."

The IRF Annual Awards Luncheon will recognize the winners of the 2009 Global Road Achievement Awards (GRAA). The GRAA program was initiated by IRF to call more attention to the many economic and social benefits the road industry provides to international communities.

IRF to hold road safety seminar at 15th Argentina Congress on Roads & Transportation


The International Road Federation (IRF) will hold a one-half day road safety seminar "Strategies to Improve Vulnerable User Safety" during the upcoming 15th Argentina Congress on Roads and Transportation put on by IRF member, the Argentina Road Association. The congress will be held September 14-18 in Mar del Plata, Argentina.

This seminar will present strategies for improving the safety of vulnerable users in three areas: engineering, education, and enforcement. Fatalities of vulnerable users, otherwise known as pedestrians and cyclists, has been increasingly higher in Latin America. IRF's world-renowned training will address specific issues to combat the increase in these fatalities.

The 15th Argentina Congress on Roads and Transportation will showcase speakers from across the region highlighting personal in-country experiences with highway systems as well as technologies designed to further improve road safety and maintenance through more efficient means. Themes for the conference include highway transportation, road network management, road safety, road projects, pavements, urban roads, and Intelligent Transportation Systems.

During the congress, IRF will also hold a private breakfast for current and potential members attending the event.

The International Road Federation (IRF) has launched a new Pavement Preservation Practices Task Force to address the growing demand for more innovative solutions to deteriorating pavements. The first meeting of the Task Force will be held Thursday August 6 from 6:00 PM to 7:00 PM, during IRF's Preserving Our Highway Infrastructure Assets seminar.

Complex Challenge Needs Innovative Solutions

"The maintenance and rehabilitation of road infrastructure demands a great investment of time and money," said Brian Harris, IRF-Washington Chairman. "The deterioration of pavement conditions from environmental factors and increasing traffic loads, combined with the limitation of funds available for maintenance and rehabilitation creates a complex challenge. This task force will gather the expertise to provide the innovative solutions needed to meet this challenge."

Better Pavements, Better World

The preservation of pavements is an international concern that requires a combined worldwide effort to implement affordable, safer, and environmentally friendly practices.

Carlos M. Chang Albitres, Ph.D., P.E., a recognized international expert on roadway materials and pavements, will head up the newly created task force.

"The IRF Task Force on Pavement Preservation will provide an opportunity to interact with worldwide experts who share their experiences on pavement preservation, contributing to the development of new techniques and better practices," said Chang.

The meeting will proceed with the following agenda. Any who are interested in participating are welcome to join the meeting.

IRF Update on US Surface Transportation Act of 2009

The IRF 2009 GRAA (Global Road Achievement Awards) Competition is now open. The competition is open to both IRF members and non-members and is one of the most prestigious award competitions in the road industry. Late last week, The House Transportation and Infrastructure Committee released their summary for a new six-year transportation authorization bill. The blueprint of the bill, called the Surface Transportation Authorization Act of 2009, gave a dire assessment of the current state of transportation in the United States. It said almost 61,000 miles, or 37%, of the National Highway System are in poor or fair condition, and more than one of every four U.S. bridges is rated structurally deficient or functionally obsolete.

Surface Transportation Blueprint Executive Summary


The measure calls for $450 billion in highway and transit spending, a 38% increase above the current funding level ($326 billion). The Surface Transportation Act of 2009 would also devote $50 billion for development of high-speed intercity rail along 11 corridors.

Of the $450 billion, $337.4 billion would go to highway and bridge projects and $99.8 billion to public transit. The bill would also require states to:

  • develop six-year transportation plans with performance benchmarks in exchange for greater flexibility in how they spend federal funds
  • stress "intermodality" or the connection of various transportation modes
  • create an Office of Expedited Project Delivery to try to trim "unnecessarily long delays" of ten years or more in delivering major transportation projects.

    The measure would double spending on highway safety programs and create an Office of Livability to advance projects that promote mass-transit use, walking and bicycling, and encourage development of communities that reduce reliance on automotive travel.

    The blueprint, detailed by Transportation and Infrastructure Chairman James Oberstar (D-MN) and Ranking Member John Mica (R-FL) on June 18th, failed to address the most difficult issue faced by Congress in crafting a new transportation bill - how it will be funded. Oberstar said the issue of financing will be tackled in hearings over the next two months.

    Chairman Oberstar wants the final bill passed by Congress and on the President's desk by October 1st when the current law that authorizes transportation programs expires. But the Obama Administration undercut Oberstar's announcement last week and offered an alternative proposal to extend financing of current highway programs for 18 more months.

    The Administration's proposal could put off what is likely to be a politically sensitive vote to raise taxes or some other tax increase until after next year's midterm congressional elections. Chairman Oberstar said extending the current law would cause a catastrophic 35% decline in transportation spending next year. He has vowed that they will complete a new Transportation Authorization bill this year.

    Another major funding issue facing lawmakers is the federal Highway Trust Fund - which finances surface transportation programs. It does not have adequate revenues to meet existing commitments made by the Federal Government and it scheduled to run out of funds in August. Without supplemental funding, there could be massive cuts in transportation investments later this year leading to crippling job losses.

    The fund is supported by gasoline tax revenues which have decreased further in the wake of high gas prices. Some proposals to increase revenue on the table include an increase in the 18.4-cent-per-gallon tax which has not changed since 1993, and long term initiatives to replace the tax with a fee based on miles driven or other revenue streams.

2009 Student Essay Competition - Deadline Approaching

Past Member of IRF Board of Directors Passes Away

Bernard B. Hurst Jr., 78, of Delaware, died Thursday March 5, 2009 in the emergency room of Grady Memorial Hospital. A graduate of Virginia Tech, Mr. Hurst worked for many years for the Ohio Department of Transportation. More

FHWA Call for Country Reports and Abstracts

The 4th International Symposium on Highway Geometric Design will be held from June 2 to 5, 2010 in Valencia Spain. The Symposium is intended to share experience and stimulate continued improvement in highway geometric design.

One of the key themes of previous symposia was presentations of "country reports." Country reports provide an overview of significant recent developments in highway geometric design policy, practice, research, and standards in the specific country. By contrast with technical papers country reports highlight several issues that illustrate the full range of recent developments related to geometric design in the country.

Intelligent Transport System Conference in Bangkok Announces Call for Papers

AsiaCongress Events Co., Ltd. and the ITS Association of Thailand (ITS Thailand) announced today the "Call for Papers" for the upcoming 10th ITS Asia Pacific Forum & Exhibition to be held July 8 - 10, 2009 in Bangkok, Thailand.
