Aspor Russian Association of Contract Services in Road Industry
The Russian Association of Contract Services in Road Industry "ASPOR" unites, on a voluntary and equitable basis, over 100 leading contractor organizations of Russia with the object of providing conditions conducive to the pursuit of activities involving construction, repairs, modernization and maintenance of motor roads and man-made structures, as well as protection of interests of contractor organizations. The Association has grown to become a coordinator, and leader, of contractors that have joined up to fulfil their responsibilities. It was on the initiative of "ASPOR" that the Government of the Russian Federation looked into the problems facing the highway construction and maintenance sector, and the State Duma and the Federation Council held hearings on them.
Together with the Highway Department of the Ministry of Transport of Russia the Association conducts a uniform policy in the field of highway maintenance and repairs, coordinates operations and pools financial resources for development and implementation of novel technologies, creation of a single market of contractor work, improvement of the mechanism of placing orders, and in the field of financing road maintenance and repair work.
In concert with the Highway Department, the Association has formulated a number of Federal programmes for development and introduction of novel materials and advanced technologies. A significant effect has been achieved due to implementation of the programme for introduction of a modified bitumen.
The Association provides legal protection and economic support for contractor organizations and promotes and disseminates all kinds of advanced experience. Many foreign organizations have taken keen interest in "ASPOR" activities. Steady partnership relations have developed with the road maintenance and repair organizations of France, the USA and Germany. Association representatives are active in the commissions of the International Highway Federation.
