ARRB
ARRB Group Ltd is a public company limited by guarantee. It was set up in 1960 and incorporated in 1965. The Members of the company are the state, territory and federal government road agencies, who established the organisation as a means of cooperating to undertake research of national importance, which they could not justify carrying out individually. The company has representatives of four of these agencies as Directors on its Board.
ARRB is an organisation whose constitution precludes the distribution of any operating surplus to its Members or elsewhere and requires that in any winding up of the company its remaining assets, if any, must be transferred to an organisation with a similar constitution. It operates on a competitively neutral basis, however, and is classed as a taxable entity.
ARRB’s purpose is “Collaborating with the Road Industry to turn knowledge into practice”. Its main connection with the industry is through its support of its member organisations for which it undertakes research, maintains Australia’s road and road transport library, supplies expertise and develops new technologies.
ARRB is funded partly by Austroads through a Technical Research Agreement, partly by information management contracts with its members directly, partly through research grants from other sources and partly through fee for service for making expertise available via training, consulting and the sale of equipment.
As a not for profit organisation, any operating surplus is returned to further the aims of the company.
The Roads and Traffic Authority of NSW is a Member of the Company, and, as is the case for all other members, is not entitled to any financial return from ARRB’s operations.
