The Arizona Department of Transportation has a compelling mission – that of providing mobility to Arizona’s residents and visitors, while promoting economic prosperity through its linkage to the global economy, and demonstrating respect for the environment and quality of life. The safe, efficient and cost-effective movement of people and products throughout our State is contingent on performing our jobs both prudently and well.
Our charge is to fulfill this mission in a manner that ensures the highest public value to our stakeholders – those who pay the taxes and fees that we use to accomplish this mission. This provides focus to our efforts.
Our vision is where we want the organization to be in the future. It acts as a beacon in guiding agency actions. Our mission is our reason for existence, and constitutes the “performance agreement†with our stakeholders. It defines what we need to do for them in exchange for the taxes and fees which we use to achieve our mission.
Our values are the principles and philosophies which describe how we will conduct ourselves in order to accomplish our mission and move toward our vision. These are the guideposts that test the rightness of our direction. The priorities define where we must focus in the short term, and our goals are those specific items we are focusing on in order to achieve our mission and move closer to our vision.
We further have identified specific strategic issues on which we need to focus in order to be successful. These issues constitute our strategic direction – something we must all know and with which we must all align. The strategic issues drive all Agency operations and define “what†we are to do. Everyone throughout the Agency actively participates by developing objectives, strategies, work plans, budgets and performance measures in order to determine “how†the plan is to be implemented, aligning with this strategic direction. These plans are subsequently reviewed by executive management for congruence in the alignment phase of our strategic implementation.
Once we achieve this performance agreement, we all know what we need to do to implement and monitor the plan. We analyze results and make course corrections as necessary to steer the Agency toward our vision. This provides accountability to each other and to the public we serve.
